Drupal 7 推出 7.23 版

此版沒有安全性更新，主要是修正 Bug，
主要更新了 .htaccess 跟 web.config 兩個檔案，
如果有自訂這兩個檔案，建議比較之後更新，但非必需。

.htaccess
